Firstly you should ensure that you have all the genuine papers and follow the process properly. Go to any HNB Bank branch and get an account opened. While you make an account please ensure that you also apply for an ATM card. It is important to have an ATM in in this process and if you apply for the card while opening the account then the card will be there with you as soon as the account is opened.
People who have an existing paypal account should close their existing account and open one new account. While opening the new account please make sure that you use the name and address that is given in your HNB account. Another important thing is that while mentioning your country instead of writing Sri Lanka you should mention Singapore or Malaysia.
After this process is completed then call the HNB Bank card centre and tell them to activate your online payments. Once things go smoothly and your online banking is activated then you can start using the newly created paypal account for receiving and sending the payments from all over the world. At first when you enter your card details then paypal will charge you $3.50 and debit it in your card. Paypal generally charges this to everyone after they open a new account. Once you finish this process then wait for three days and call the respective HNB card centre to get your paypal verification code. The card centre will give you four digit number and you need to enter this in your verification form and submit it.
If you do it correctly and follow the process properly then you will have a new paypal account through which you can withdraw funds in Sri Lanka.
